There's a bit of confusion between proof of identity and proof of 
citizenship. So the PIOs sometimes ask for citizenship proof to be 
given along with the RTI Application.

In some states like orissa, providing proof of identity is 
mandatory. Without the same you cannot deposit the applicaton and 
Rejection is automatic.
