Yes, this is correct. After all if after waiting 2 years to be heard at CIC some poor person is packed off in 5 minutes with a completely non-speaking order like Shailesh is delivering it is farcical /pathetic.
The RTI Act demands timeliness (next to Godliness) AND quality of orders. Both of which I am sorry to say are sorely missing in CIC. This is not some kind of race to dispose of pending appeals like Shaileshbhai is projecting. As Veeresh (Malik) had warned as far back as 2006 on Hum Janenge, demanding punctuality is the first step to accepting dictatorship/fascism and other oppressions. In Hitler's Germany and Mussolini's Italy the trains worked on time but nothing else did. The same trains which carried people to slave camps or death.
