You filed this RTI without reading the RTI Act properly.

Now on 14.01.2009 your matter will come up before Mr.Haleem Khan the 
Secy/CIC. It is imperative that you attend this hearing personally 
and ensure that no harm is caused for other persons by the order he 
shall pass against you in your absence.

Can you find anywhere in the Act a power to ENFORCE section 4 given 
to any person? Section 19(8)(a) does not do so explicitly (read it 
carefully). In my view at best the CIC can make suggestions and 
recommendations on its own steam. Accordingly there is no Nodal 
EXTERNAL Agency to monitor sec 4 compliance.

The remedy for section 4 non-compliance is in the Writ jurisdiction 
to an affected person who fails to get the information in a 
subsequent section 6 RTI request and after the various appeals are 
infructuous.
