Dear All, There is no norms laid by government for these. It goes by precedent that generally the bureaucrats they will never do what Mr.Shailesh has done proactively as they come after retirement as IC, so why they will bother to act proactively. He has taken charge to perform and not wait for things to happen at snails speed. Bhaskar
