The public-private ventures are in vogue these days and they have been
relatively successful in showing better resulst. The distinction of government
employee or private outsourcing in matter pertaining to sun-shine act is
meaningless. ICs do not deal in national secrets but in openness of the
Government. Hiring private efficient staff and incurring expenses from his
pocket, cannot be illegal - though it may not be strictly as per Govt rules.
This is a non-issue and casting adverse remarks pains.
