" 3. As cic shailesh gandhi explained in his talk on 8th march, he felt
that
to begin his work in a completely hostile environment, with penalties, would
defeat the purpose he had gone to delhi for. his thinking was that if the
officers were to be converted to providing information, instead of blocking
it, it would be necessary to nurture them for a certain length of time"

Is it a joke ? It is like " Bhains ke peeche been bachana" or something
to that effect. From where did he bring this idea. I could not find these
words in any of his postings in various forums. He did not go to delhi for
this.
According to all RTI Activists non imposition of Penalty was the main issue
That was our priority. Reducing pendency was his own idea which of cource
he has been advocating earlier also. What is the use of increasing quantity
of his disposals by reducing the quality. What stopped him from honouring
 us by
awarding at least 30 penalties with the existing staff. Shortage of staff
is the
general cry of every one who wants an excuse for not doing something.

Not acceptable. We the Rtians want implementation of the RTI Act
which include strict compliance of Section 20. If one is not capable of
doing this please do not waste our time. Keep enjoying the appointment
of IC. But remember that he has already ceased to be one of us by not
receprocating to all these allegations levelled against and sticking to
the lame excuses which we refuce to accept.
