Hi The question of "spirit" arises when the "letter" is not practically implementable.
IC(SG) is NOT performing as an IC. Everything about his case - starting from the circumstances of his appointment and his way of functioning thereafter is rotten with corruption (personal as well as systemic). I (and many other RTIers on this list) have more faith in the ex-babu ICs than in the political appointees and land mafia appointees to CIC.
