Dear Sarbjit,

I feel this is a letter v/s. spirit debate.

How can a person as an official government servant become more reliable and the 
same person as a volunteer/ intern become unreliable?

If SG is performing as an IC, I am sure that given his age and expreience, he 
definetly has the capability of interviewing and recruiting a few persons. (IC 
+ Additional charge of HR)

The Commisioner knows better what work he wants to get done from his staff, and 
accordingly he must have interviewed and selected the persons for the job.

Now if govt officially appoints them and pays for it, then they become more 
authentic, honest and reliable, is it??

I fully agree to IC(SG's) bold and unprecedented decision to recruit interns 
and pay from his own pocket.

I AM MORE WORRIED ABOUT IC(SG) NOT IMPLEMENTING SEC. 19(B), 19(C) + 20 (1) AND 
20(2) OF THE ACT MORE RELIGIOUSLY.
