RTI is obtaining documents, and if one observes some scam or malpratice done by Govt officials, and if the applicants takes up the matter many a times they ( quilty govt officials ) term it as fivorous,and misuse, there is no such misuse in such cases as one does not expect to see the scam/fraud done and put the documents under their pillow and sleep over it,that would be a cowardly act. as Afzal rightly pointed out it can be misued only if one obtains information and blackmails govt servants for monitary gains. So action needs to be taken if some one is found guilty, but the golden question is you need to prove that the said application is indeed frivolus. But such people should be discouraged and we need to seriously look into such misdeed by ant citizen.
