Dear All, In my opinion RTI can never be misused.
The fact that someone has built an additional floor without requisite FSI and thereby necessary permissions has not been created by RTI. The fact that there is an existing illegality which some people have come to know, and that they would like to use RTI to uncover it and then bury it, does in no way change the facts of the matter that someone has constructed an illegal additional floor. The ideal solution to this is that please do not construct or carry out an illegal activity so that some one can either make a genuine use of RTI and expose it or alternately use it the other way around. Bottom line is,that RTI did not create the illegality.
