So the CIC has proceeded to publish the order in this case after all. http://cic.gov.in/CIC-Orders/WB-18052009-05.pdf
Mr Habibullah should hang his head in shame for this cover-up order. Surely he realises that this is a serious women's right case. Does he think that the public of India is going to let statements like go by default - "We are satisfied that such information, as is held by the Rajya Sabha Secretaariat, AT PRESENT IN THE FILE (emphasis supplied) dealing with Ms Chhabia's complaint has in fact been provided ...." Did he investigate the material removed from the files which is lying in the Vice President's chambers, and which was sought by the applicant whilst doing his 'ercule Poirot imitation .. "We find that in no page of the file is there any evidence of tampering of page numbers, which woud have suggested duplication / replacement. Serial Numbers on file either handwritten or typewritten are unvroken from 2 to 25, only page No.1 carrying no number." ??? In any case what happened to disclosure of the suppressed 5 pages of File Notings on which Mr Habibullah is silent in this disgraceful order ?? Inspection is no substitute for "certified copies" old boy. And yet after this kind of DISGRACEFUL order Mr Habibullah has the god awful cheek to publish a letter dt 11.05.2009 from the Secretary General Rajya Sabha (addresed to "My Dear Wajahat") on his website which merrily claims that all is well with RTI in the Rajya Sabha http://cic.gov.in/StudyReports/RajyaSabha.pdf DISGRACEFUL, DISGRACEFUL, DISGRACEFUL !!!! (I have already used "shameful" and "sordid" in my previous post). PS: It seems from this letter that Mr H was an invited "expert" on RTI to the Rajya - of the kind Shailesh Gandhi was to MCD.
