Who says that C'IC is above board. Now that the Chinese hackers have installed bugs in Mr Habibullah's office (they probably want to trap him with some "harassed" lady PIOs) and the raw transcripts are all over the Internet in real time - we can see (and hear) everything that goes on in Mr H's office (almost as well as the Chinese can).
On 22.April.2009 Mr H passes an order in this case "CIC/WB/A/2007/01566" some Anita Chhabra versus PIO Rajya Sabha. The (very embarrassing) order is published on the CIC website for precisely 2 days. It concerns action taken on a very damaging DoPT report recommending disciplinary action against Rajya Sabha officers attached to Mr Hamid Ansari's office. On 24.April.2009 PS to Vice President makes a telecon to Mr H's office and a new order is issued (the old order is yanked off the website) fixing a hearing for today. This order is never published (and is also backdated to 22.April.2009) on CIC's website. Today (after the fix is in) Mr Habibullah unilaterally accepts the plea of Rajya Sabha's PIO that the file has "disappeared" (everyone knows that it is lying in VP's chambers) and Mr H orders that no action should be taken. The question Mr H should now answer is this: (keeping in mind the SC/CJ drama / farce):- "Every time there is some deeply embarrassing information - does the Public Authority simply send it to the head of the P/A from where no PIO dares to requisition it to give to an applicant" Very very shameful and sordid.
