Dear Sidharth
 
I have already filed complain u/s 18 and will file RTI application under RTI to 
PIO of SIC office asking for progress report on my complain, but as you rightly 
pointed out that Suresh Joshi will himself take the hearing, at aleast the 
train will start moving,
Writ Petition is costly and verdict will be that SIC to  take hearing within 15 
days
I will be writting to Governor first before putting a RTI application.

Against whom? CIC !
Who wil hear this case ? Joshi himself ?

RTI application before the CPIO of the SIC.

For what ? What information can be sought? Will it hasten the hearings?

Options 3 & 4 given by Dr Arun are better option.
