Dear Siddarth, I will first write to the Governor with supporting documents/orders I have already filed complain u/s 18 and will follow up with RTI application to PIO of SIC office, this worked one time before, but as you rightly pointed out who will take the hearing SIC himself, at least it will set the train moving WP is costly affair and verdict will be SIC to take hearing within 15 days.
