If Mr. Venkatram had not obtained the work orders, bills, measurement book details, sketches of the roads asphalted, etc. under RTI, he would not have been able to make the discovery that the road purported to have been asphalted, had actually not been asphalted at all. This is a fine example of using RTI to bring about systemic change in the whole manner in which most engineering departments of municipal corporations work.
