Dear friends
 I understand that any tom dick and harry cannot be appointed PIO. I understand 
there are certain guideline for appointment of PIO as well as probably CIC has 
also passed some orders in a case that who should be PIO. If any of friends are 
aware of such ruling etc kindly provide the same to me.
