I am taking the liberty of replying to your mail on [RTI_India] as I am not 
allowed to post on [Hum Janenge] - although they do let me read the emails.

A recently closed poll at RTI_India (open for everyone with a Yahoo ID to 
vote), confirms that Shailesh Gandhi is one of the worst ICs insofar as QUALITY 
of decisions goes - ranking only a shade higher than M M Ansari. The details /

Interestingly although Arvind's survey found IC M L SHARMA to be the "worst" 
commissioner, our members found him to be the BEST.

Shailesh at the bottom of the rung on all the parameters? Can't accept and 
agree. In fact Shailesh deserves to be on the top, for he is the only IC who 
had performed extremely well as compared to any Information Commissioners. The 
more than 600 plus decisions which he delivers is a record by itself. I dont 
know the parameters of research of the NGO of which Arvind is a part of it. 
But, what I know is that no one would agree that Shailesh is failed and is down 
the ladder. At least not me.

India, many hurdles remain in the way of a citizen accessing information. Just 
27 people out of 100 get the information they ask for. And, even if an 
information commission rules in your favour, there is a 61% chance you won't 
get the information because the rulings are not complied with.
