An honest survey is one which seeks and obtains opinion/feedback/data from
both enthusiasts and reluctant ones. It is the tendency of disgruntled
people to raise a hue and cry whereas satisfied people go back to their life
as usual. Obviously, the former are more vocal and heeding to their voices
alone would produce biased results.

Dear Rakesh

I was so concerned about your issue of scientific accuracy and methodology
that I decided to examine in-depth the records that
Arvind Kejriwal's PCRF has put on their website:

I was concerned that PCRF has found IC MLS to be at the very bottom in terms
of effectiveness.

Here are my "scientific observations" about PCRF's data.

1) Almost all of IC(MLS)'s 260 cases analysed by them seem to be those
troublesome cases of 2006 till 2008 which Chief Information Commisisoner Mr
Wajahat Habibullah did not or could not dispose off againstTROUBLESOME
authorities like DDA /MoUD/ Delhi Police and
Income Tax Dept.

OBSERVATION: To hold Mr Sharma NOW responsible for non-compliance
to Mr Habibullah's action is the height of folly and is IRRESPONSIBLE and
UNSCIENTIFIC.

2) In the XLS worksheet provided THERE IS NOT A SINGLE INSTANCE of
IC(MLS) being "Ineffective" (as defined by PCRF). And yet the PCRF has gone
on to find that he is 89% ineffective.

OBSERVATION: This finding is pure rubbish, or else there is some data which
PCRF has not disclosed to us.

3) PCRF seems to have adopted a pick and choose policy concerning IC(MLS)'s
orders and only surveyed 260 of his orders in the period when he had
actually passed about 860+ orders. It appears that PCRF's methodology is
UNSCIENTIFIC because they only included RESPONDENTS to THEIR survey, and not
the ENTIRE DATA on CIC's website as our members did.

I do HOPE that Mr Kejriwal (or his many chelas on this group) shall explain
their findings to the RTI EXPERTS of this group - IF THEY DARE !!!!
