Shailesh Gandhi has come into his own although he initially faltered under the self-imposed pressure to reduce pendency. He has own weak points but we cannot doubt his motives. The charming Mr. M.L. Sharma has no private agenda but the legacy carried forward from his tenure as a bureaucrat does tend to cloud his judgment. That can be no reason to rank him at the bottom. I have had the good fortune to be in the company of a student from MIT recently for 3 weeks who taught me how to select sample size for a survey/research and how to actually administer a survey. He proved beyond doubt that different approaches could produce entirely different results. An impartial and scientific survey, he emphasised, would lead one closer to truth than to any preset results. A recently closed poll at RTI_India (open for everyone with a Yahoo ID to vote), confirms that Shailesh Gandhi is one of the worst ICs insofar as QUALITY of decisions goes - ranking only a shade higher than M M Ansari. In fact Shailesh deserves to be on the top, for he is the only IC who had performed extremely well as compared to any Information Commissioners. The more than 600 plus decisions which he delivers is a record by itself. I dont know the parameters of research of the NGO of which Arvind is a part of it. But, what I know is that no one would agree that Shailesh is failed and is down the ladder. At least not me.
