DoPT Rules are NOT the obstacle. The language used by DoPT is "cash against a 
proper receipt". This would include all electronic transfers of money through 
any system where transactions are properly accounted for TO THE P/A's ACCOUNT 
(such as the post office system I mentioned). 

The other form of fee payment approved by DopT is through a "negotiable 
instrument" like bankers cheque (LPO) or Demand Draft where no "receipts" can 
be issued since these are not received directly by the PIO - but are encashable 
in the normal course.

A corollary to this (as we have previously discussed) is that IF (and this is a 
big IF) Post Office officers can be APIOs then officers of Nationalised Banks 
ought to be designated likewise.
