Ok, I think I managed to mostly figure out the wiki.

I added an "Info" category for general information.  Yes, this is "Misc" 
in disguise ;/

I updated the guidelines to include "linking guidelines":

(note, I plan to move the guidelines from the wiki into the repo's 
README.md after we've agreed on them, so if you're reading from the 
archives and that link doesn't work anymore, check out wiki/README.md)

I also added a fancy-looking(?) _Sidebar.md which contains top-level 
links to the categories.  Some of the pages _Sidebar.md links to are 
autogenerated by the makemainpages.sh script in the wiki.  TODO: get the 
script to run automagically via some commit hook or cronjob or some 
other form of automation.  (Ideas?)

Anyone opposed to making the current guidelines final?
