John, the NMRA recently finally approved and aopted the NASG S-3 and S-4
Standards, but these only affect wheel and track standards.  I don't think
S-7 was in contention.  As far as I know, all agree that H, the rail to top
is 22' or 4 1/8".  I had an old clearance gauge that had a width of 15' but
in 1998 I made up a new one with a width of 16'.  I can't remember what
source I used for those width dimensions but I seem to remember it was for
modern cars.  In any case the 22' was used in both gauges.  I haven't seen 
any
updates although my guess is the prototype double stacks need more than 22'
clearance.  Unless you are modelling modern stuff I think 22' is safe but
hopefully one of the technical guys can be more positive on this.    Wally
