I thought there was a federal regulation (FRA?) that cars older than 40 years could not be used in interchange service. Of course that would not keep the owning railroad from continuing the car's use in captive home road only service. I saw many Milkwaukee Road horizontal ribbed box cars built in the 30's and 40's used that way in the late 80's.
My guess is the B&O (and successors) used these cars in similar fashion. Somewhere in my long buried slide collection is a late 1980's photo of a former B&O wagon top in a Southern RR yard in Memphis, TN. It was off it's trucks and being used as a tool shed, but the lineage was unmistakable.
