Basically common sense would say that most if not all 'foam' boards are 
made from petroleum products.  Petroleum products burn and worst of all 
will continue to burn with the flame  growing in size and in 
temperature.  I once used a small torch to contour a little scenery made 
from packing foam.  It was fun but I could see what could happen if it 
got out of hand.  I only use foams in areas where the light weight is 
important like pop-ups.

It's probably good the folks at OSHA don't drop in for a visit.  With 
the foams, paints, solvents, lead solder and 'who knows what else' that 
is considered a health hazard.  A long time ago, the company I worked 
for built a new building.  The electrical inspector passed the wiring 
but we discovered later that the 220 volt line was wrong resulting in 
burning up some equipment and 'welding' one of our guys to that 
equipment for awhile.  Other inspectors condemned the wiring used on the 
phone and intercom lines because 'if a fire should occur' the plastic 
insulation would cause fumes that would be considered toxic, so the 
phone lines had to be replaced with a different type. 

There has some discussion a long time ago regarding the skirting used by 
some clubs at train shows.  Flame retardent fabric is important but I 
bet the fire inspectors have never considered the foam boards either.  I 
think since most venues have banned smoking the inspectors haven't been 
as strict.
