Hi Tom;
Unfortunately there are two reasons. First is that many AF folks what their
collectible pieces to remain unmodified. The second is the view with which I
have been confronted on several occasions, that "nobody can make that small
stuff work" meaning code 100 rail and code 110 flanges. This despite the fact
that there are thousands of HO modelers using essentially the same standards or
finer. There are certainly MANY layouts in HO as well as S that operate quite
well to refute the idea.

I don't know whether I should mention this here, but . . . .
My remark lies in the category of if only. If only the tinplate manufacturers
after the grand old days of AF had scaled down. That is, I own no AF
locomotives, but I hear that AF stuff will operate on Code #126 track. If that
is so, why not generally scale down the flanges and allow prototypical details
and tolerances fairly close to the scale tolerances? Perhaps I am wrong about
this, but it would require that the AF crowd ditch their AF track and switches.
Therefore, my idea will remain a dream, a pleasant fiction.
Tom
