That's certainly one option. If you pay by credit card, tacking on a
surcharge is a violation of the agreement that the merchant has with
the credit card company. I don't know whether that's also the case
with PayPal -- but you could check it out with them.
As to the exorbitant shipping/handling charges (which are indeed
absurd), you can just take it into account in deciding how much to
bid. If there's an item I'd have bid $25 on, and there's a $10
"handling charge", I won't bid more than $15.
