Both PayPal and eBay prohibit adding credit card fees to a payment 
and it is illegal in many states. Since they have no way of knowing 
that the seller is tacking on a fee, they rely on buyer complaints to 
stop sellers from doing this.

They're also cracking down on a lot of excess shipping because it 
does inhibit bidding, even though the total price may be within 
reason. There are several categories where shipping fees are limited 
and auctions are canceled or if the seller ignores the rules 
repeatedly, he or she gets NARU'd.

But the best way to handle high shipping is either avoid the auction 
or bid low. The item (or something similar) will come up again. Over 
the nine or so years I have been on eBay I've seen this happen more 
times than I can count. When I see something I want but it has an 
obviously high shipping charge, I just wait a while - sure enough it 
shows up again and usually at a reasonable start and shipping price.
