This is correct, credit card Master Merchant agreements prohibit a surcharge for credit purchases. However you can offer a discount for paying with cash. I.E.; if the price is $100, it is against the agreement to add a 3% credit card purchase fee, but you can offer a 3% discount for paying with cash.
That doesn't help much on Ebay, but at S scale shows we have done that in the past. I've found people at those shows to be very honest.
