Don,

I have an HO scale brass steamer with 3 decoders in it.  To isolate
the decoders for programming, I installed a bank of DIP switches to
kill the power to each decoder
(http://en.wikipedia.org/wiki/Dip_switch).  The DIP switches are
located under the coal load for easy access when programming.  Perhaps
this might help in your situation?
