As someone building a shelf layout, I'd say this is spot on. I need
flats and "fronts" far more than I need whole structures. For whole
structures, it's probably railroad owned. There are a few places out
there making flats in S scale... but not many. 

So... to connect the dots....

If a whole structure kit is very expensive and can't easily be
converted into a series of flats...  I'm not sure I have a place for
it. The Railroad comes first on my layout... and the rest is what it
runs through. Not the other way 'round. And the large the scale... the
less free space for whole structures I think.
