Bill,  I think the less you use a layout the more trouble you'll have.  
I think the same thing happens to cars--the motor might turn over but 
the radio won't work!

I've heard the Lionel franchise can be somewhat difficult to comply 
with.  The one I've heard about was that you had to have an operating 
layout to demo the stuff. Maybe SHS and AM should have done the same 
thing to give their brands a little more elite presence.
