ALL of our local communities (we have over 60 political entities in  
Lancaster Co, PA ) would require you to go thru Zoning ( at several thousand  
dollars) and THEN make you "commercial" which would increase your tax  
liability.  Late this summer one local gov't  closed a two table  front yard 
"garden 
market", run by a husband and wife who BOTH lost their jobs  in this Bush 
economy.  They were attempting to pay their bills w/o gov't  help. Gov't 
helped, eventually bowed to lots of public pressure.   They did re-open rest of 
this yr, HAVE to get permits to open next  yr.  Permits cost more than the 
veggies they sold brought in.
