Dave,  The lack of zoning and run away business ventures often make the 
evening news.  This happens in both high-end and low-end areas.  Right 
now a developer is building a high-rise condos in a neighborhood filled 
with average houses.  The home owners don't want the extra traffic nor 
people peeping down into the backyards.

In the the low end, some doctor will buy a house and two days later it's 
a business. After that one by one they turn into used car dealers, smoke 
shops, crude restaurants--you name it.  Our regulations are based on 
subdivision rules.  Often older neighborhoods have let these rules 
lapse, so there's nothing homeowners can do about it.  I suppose many 
would make money by selling, but others just want to live the rest of 
their lives there.

In my subdivision, built in the mid 70's, we have trouble because many 
of the homes are now rentals.  Often a contractor will rent a house to 
put up his crew--guys like roofers, concrete guys or yard guys.  As you 
might have guessed many are illegals from Mexico.  So we have houses 
with 8 pickup trucks, guys drinking beer and playing Mexican polka music 
into the night.  It takes months to get them out--lawyers and the whole 
deal.  We have a guy now who parks his 18 wheeler beside his house.  We 
have warning signs and he's been sent letters, city won't site him until 
requested by the homeowners committee despite the fact that those kinds 
of vehicles are not legal.

On the other hand it's probably easier to get things going in business.  
So this is still the wild west in some ways!
