I may be wrong, but I think you are remembering the second run of C-16's, the 
#223 prototype, rather than the #278 first run.  In 
the former case he offered the use of his patterns in a joint arrangement with 
PFM to use their production deals with the Japanese,
with the production run being divided between them.
And that was also my understanding, that the ones gaged for HO track moved much 
more slowly than the proper Sn3 ones.
