A long time ago I built one model airplane of the fly by metal wire kind with a balsa wood frame covered with paper and airplane dope. Since this paper shrunk when the dope was applied perhaps, it might provide a smooth tar paper or canvas surface. One concern might be whether or not it would place tension on the roof as it snugged down.
A couple of sites I checked have newer materials than tissue paper, but the tissue paper is probably still available.
