Quite right: USRA designs were 0-6-0 (apparently to be imported in brass by 
River Raisin),  0-8-0 (Overland did it, I believe), light and heavy 2-8-2's 
(Lionel did/does the light, but
it is not inexpensive even before the cost of converting it to scale), light 
and heavy 4-6-2's (I believe Overland did the light, AM may be close enough to 
serve as a basis for kitbashing),
light and heavy 4-8-2's, light and heavy 2-10-2's, and 2-6-6-2 (the C&O H-6 is 
a modernized version) and 2-8-8-2 (N&W Y is essentially that).  Those with 
longer and broader expertise in what has been available in S scale can improve 
my tentative list.  Somewhere in my stored cartons are a couple of SSLS 
catalogues so I can't check, but I think it was possible to
model some of the USRA types using their parts, perhaps even a full kit for the 
2-8-2.

Except possibly the AM 4-6-2, none of these would be considered affordable in 
any other scale, but S scalers seem willing to pay what is necessary to obtain 
what they want/need.
I repeat myself that in the absence of any standard 2-8-0's, SHS chose wisely 
in the B&O E-27.  If BTS ever does run the Ma&Pa #26, that will be pretty much 
a stock BLW light
2-8-0 pre-WWI.
