Edwards Lifesciences company makes a Fogarty surgical clamp that is available 
with an optional Softjaw.  Perhaps this is what is being discussed...

A Fogarty clamp is that device with a scissors action and grip, more resembling 
tweezers with a long serrated (sometimes) jaw, and a ratcheting lock at the 
grip end.  They may or may not be bent.
