Make sure the wheels aren't binding on the truck sides. I had this problem with 
a couple of AM locomotives after I installed Delrin sideframes on them. The 
wheels treads rubbed the brake shoes, or the sideframes would bind against the 
outer wheel surfaces. In both cases, I was able to fix the problem with a #4 
washer spacer between the truck sides and the gear case cover.

Turn the offending locomotives over, as when you sex a kitten, and make sure 
the wheelsets have at least a touch of back and forth side play, then make sure 
the brake shoes are not rubbing the wheel treads.
