Number boards like the ones on the side of diesels or the headlights of steam 
engines??? if they are not hollow I hollow them out. I use .005 thick evergreen 
white styrene. I use Microscale decals that have the numbers clear with a black 
border, usually HO but there are also S scale decals. I apply the clear numbers 
to the white styrene and then cover with micro scope slice covers, .005 thick 
glass, and cut to size. Install in the number board area, use either a micro 
1.5 volt bulb or LED behind and they will light up nicely in a darkened room 
and still  look white in normal room light. The glass can be tricky to cut and 
size but it can be ground to size with fine stones.
  There was a time when I could get high contrast film from kodak in 35 mm. I 
would take a photo of the numbers, develop the film in my makeshift darkroom 
and use the actual negative installed in the opening of the number board area 
or in the train indicator.
