You are correct.....  for HO scale.  Proto87 Stores (Andy Richart) has an 
Electric Avenue portion on his site with cobblestones, and HO street track.  
Unfortunately the street track is PROTO scale for HO and thus too small to be 
adapted to S scale, and the cobblestones are proportionally small as well, 
although I suppost they could be used...

Andy has a particularly interesting store and has a few (unfortunately all too 
few) items that may be suitable for S, but look around and see what is there.  
Maybe some enterprising S scaler could offer at least some of the basic items 
in the BEST scale?
