I haven't seen cobblestone roads around here that I can recall( Monterey bay,
ca.). The older city streets and highways are poured concrete , mostly
overlayed with AC now. Maybe it's because we had a cement plant nearby and no
source of cobblestones.
I'd look for old photos of your modeled area and see what they look like
