Yep, consensus is a rarity in S.

Eventually, you decide what to make based on:

a; you want it

b; info like drawings, photos and dimensions is available

c; a fair number of prototype roads had it during the 1940+ time period, or the 
Pennsylvania RR had it. Either works.  ;~}

Then you ask for reservations. If enough people come aboard, it's a go.

This being the S List, you will STILL get a couple of posts to the effect that 
the poster can't use any of what you are planning, but would gladly buy a dozen 
of a totally unrelated model.
