The NMRA Recommended Practice (RP-20.1) for S scale specifies 2oz. + 1/2 oz. 
per inch.  Therefore, the 9.5 inch hopper would weigh 6.75 oz., not 11-12 oz.  
I normally add about 1 oz. to my PRS cars, and this gives me about a 6.5 oz. 
car for a 40 foot box car.
