Soundtraxx does have a 539T available in the Atlas board format. 
828049 TSU-AT1000 for ALCO 539 Turbocharged.  I just ordered some for the
store.  Coupled with our speakers and you have great sound.

Soundtraxx has offered both of these sounds in HO, most recently the Alco
539T sounds were on the recent release of Bachmann's HO Alco S4 switcher
with the "Sound Value" (not Tsunami) decoder on-board. The "Sound Value"
decoder is Bachmann's bargain priced decoder with fewer features than
Tsunami, that is intended for their standard "Bachmann" line rather than
"Spectrum". The "Sound Value" boards are made for Bachmann by Soundtraxx, so
it is obvious that Soundtraxx has the 539T sound files already, but what's
not so obvious is whether these files are proprietary through some agreement
with Bachmann. I'm not sure all the available sound files as listed on the
Soundtraxx website are up to date, so probably a phone call to Steve or
Nancy at Soundtraxx is in order.

If the 539T IS exclusive to Bachmann products, you may be able to buy an HO
Bachmann S4 and rob it of it's board for your project, but having the 539T
sounds on a proper Tsunami board would obviously be much better.
