Dear Ed,
  Really, two rails?  Most people if not all people who use loose rail end up  
cutting some for switch production or using on curves which means that the one 
rail will be a different length than the other.  So, I do not think that  an 
even number or rail is really an issue.
  As for why 33 is the normal number or rails per bundle?  I never knew, but 
seemed to be the standard for all other rail mfgs...
