If your plan is to sell complete locomotives RTR including the drive, then I 
agree.

There is an alternative market of selling a shell designed to fit on a specific 
drive. If the maker that drive chooses not to sell bare drives, the modeler can 
still purchase a full locomotive with the target drive, and junk or re-sell the 
shell.

Unless the maker of the drive is so determined to avoid "competition" that he 
drops the model using that drive, or re-engineers it so that it no longer fits 
the after market shell, there is little that company can do to prevent the 
after market shells use.

Several companies did this in HO in the past, with relative success. One was 
eventually purchased by Athearn (maker of the drives they used). I'm sure 
others are still there.
