It's out of my price range too but there are some out there that would jump on 
it if Lionel included scale wheels. Remember we are not the only ones out 
there. Most will not speak up.

No,Alan, it doesn't.  I can only speak for myself.  The Y-3 is out of my price 
range even if it was scale.  Also it doesn't fit my layout in that I"m modeling 
Southern in an area where Y-3's didn't run.
However, even if Lionel doesn't ever do scale, I'm happy to see them bring out 
a loco that will appeal to the hi-railers.  The lack of success for River 
Rasin's J perhaps foreshadowed the lack of demand for a Y-3.
Again, I'd be tickled to see Lionel do a ton of stuff for hi-railers.  The 
2-8-2 with scale wheels is about the only thing that might rouse my interest.
