Yes it is "S" scale. I have the one with the opporating arms that swing down.

I'm mostly interested in the crossing signal, I've kept the O gauge one in 
place and it's just too big.
I do have their S semaphore, which I'm sure is O just shortened, but looks ok.
BLMA has their modern RioGrande/UP type hooded signal, which the guys at Des 
Plaines Hobbies tell me it scales out to exact S scale but sells advertised for 
HO.

You might also look through the Scenery section on the NASG Manufacturers page 
(also link below) for other maufacturers. Des Plaines Hobby used to have single 
mast target signals, but I am not sure if they still carry them - that would be 
worth a call. As Paul points out, I am not familiar with anyone who makes a 
complete package: mast, target, lights and electronics; so you may have to 
marry 
a couple of products...
