   Keep in mind that it doesn't have to be complete layouts. Many of the 
layouts featured in magazines are a track plan with a few spots finished for 
photos. A nice module could be an article. Look at Lance Mindheim's recent 
article showing a switching district portion of his new layout, it had 4 
turnouts IIRC and would be just as feasible in S scale as it was in HO scale. 
The size and scope of the layout is not an issue, the quality of the work and 
the technical and creative innovation is what catches the eye and could make 
someone decide that S is a good way to go on their next project.
 I'm thinking that MRH online magazine would be willing to help someone thru 
the steps needed to submit an article if the content  was timely and 
interesting, they seem quite modeler oriented and interested in promoting a 
hands on approach to the hobby so if anyone has an S article I'd not rule that 
venue out.....DaveBranum
