Ok, great, i'd like to help with that in any possible way (except writing ;) I read it again and it sounds a bit different, but maybe just my memory is wrong. (grants program is more than 5 years old btw.) And yes, third world is an argument, helps scientific development and teaching withouth sponsoring first world companies. In my language this is "political", but yes, I understand that Sage fits the requirements. It's definitely worth a try...
